On November 8th, Missouri voted on Amendment 3, an amendment to the state constitution that would legalize recreational marijuana in the state. Now, with 88.5 percent of precincts reporting, The Associated Press projects Amendment 3 will pass, legalizing cannabis in Missouri.

Here are the key components of Missouri’s recreational cannabis initiative:

• It will allow adults aged 21 and older to purchase and own up to three ounces of adult-use cannabis.
• If they obtain a registration card, an adult can also own six flowering plants and six immature plants.
• Public consumption of cannabis and driving under the influence of cannabis will remain illegal.
• The Department of Health and Senior Services will offer at least 144 licenses for adult-use cannabis dispensaries through a lottery.
• Cannabis delivery will be legal.
• Local governments will be able to vote on prohibiting marijuana businesses in their area.
• Individuals who have been convicted of non-violent crimes related to cannabis will be able to petition to have their records expunged and/or be released from incarceration.
• A six percent tax will be applied to all retail cannabis products.

The passing of Amendment 3 means that adults will be able to start purchasing cannabis from licensed dispensaries in Missouri as soon as Februrary 2023.
