Another country poised to legalize weed – but in a weird way

Cannabis legalization is slowly spreading around the world. Uruguay and Canada paved the way after becoming the first countries to enact reform, while Germany made headlines last year when it became fully legal. Now, Switzerland could become the next country to legalize marijuana—albeit in a somewhat unique manner.

The Swiss National Council’s Social Security and Health Committee (SGK-N) voted in favor of a draft bill that would create a legal cannabis market. According to a press release, the legislation would permit a small number of state-run dispensaries and one central online retailer. All sales revenue would go toward public health programs and harm reduction.

The “nonprofit” model is somewhat unique in cannabis. A few Canadian provinces have state-run dispensaries, but an entire country taking the approach is rare.

The bill also states cannabis packaging must be neutral, and no advertising of any kind is permitted. Potency taxes would be implemented, meaning the more potent the pot, the higher the tax. Home cultivation of three plants is also allowed under the measure. Possession and purchase limits are yet to be determined, and sales to minors would be strictly prohibited.

The SGK-N has ordered a review of the legislation to be debated this summer, followed by a public comment period. The conservative Swiss People’s Party (SVP) has already voiced opposition, with one parliamentarian “vowing to keep fighting to the end, because this proposal amounts to banalising the dangers of the drug.”

Switzerland legalized medical marijuana in 2022, while a pilot program for adult use was launched last year. Meanwhile, neighboring Germany’s cannabis market is growing steadily. However, conservatives could shake up policy if an upcoming election goes their way.

The Swiss measure is a big step forward for cannabis in Europe as it would be another economic powerhouse making change (and another domino to fall). Both pro-pot advocates and global industry players will likely keep a watchful eye. However, it could be some time before a final decision is made.
