Pot pros: these are the states to watch

Since the first wave of adult-use legalization, the cannabis industry has experienced its fair share of ups and downs. Over a decade later, entrepreneurs and regulators are learning from the past and embracing the future. Investors and potential operators may be wondering which cannabis states offer the most opportunity moving forward.
From new adult-use states to mature markets eyeing expansion, industry pros should focus attention on these states.

Minnesota
The Bold North’s cannabis space is finally heating up as the Minnesota Office of Cannabis Management (OCM) begins issuing its first round of licenses. The state is expected to reach $1.5 billion in legal weed sales within a few short years. The tiered licensing structure that regulates both cannabis and intoxicating hemp also offers wider opportunities for businesses who are stuck in one lane or the other in most states across the country.
Missouri
The Show-Me State has seen its recreational marijuana market boom since its initial launch in early 2023. Sales hit over $1.4 billion in 2024. Part of the success stems from cross-border shoppers, including from neighboring Illinois, where recreational cannabis costs are some of the highest in the country. Legislative support for Missouri’s cannabis industry has also been strong, eliminating barriers that more mature markets have seen on the regulatory side.

New Jersey
New Jersey is poised for long-term growth in the cannabis sector. Analysts project the Garden State to surpass $2 billion in annual sales by 2026. While the initial rollout saw a limited number of multi-state brands enter the market, local and craft producers are starting to make inroads as they come online. Also, sales from residents of neighboring Pennsylvania are likely leading to robust revenue.
Florida
Many analysts were bullish on Florida last year. However, when adult-use legalization failed to pass in the November election, many business leaders switched gears. However, the Florida medical market remains robust. Dispensaries are continuing to open, and the number of patients in the state’s registry is climbing year after year. A push to legalize adult-use in 2026 is already underway, which could open the floodgates further.
The cannabis industry continues to evolve, and entrepreneurs are anxiously anticipating where the next big opportunities lie. Advocates are also closely watching Washington, D.C., for signs of movement on the federal level. Until then, state-specific markets hold all the cards–and cash.
